No. Risk assessments support planning, but organisers and leaders still need to make dynamic decisions about the group, conditions, and activity on the day.
Is safety different from welfare?
Yes. Safety covers activity risk, environments, equipment, rescue, and emergency planning. Welfare and safeguarding cover people, concerns, behaviour, and protection.
Where should incidents or near misses be reported?
